My Curriki & Groups: Copy should be available when there are no folders

1. Sign in as a user who does not have any folders
2. Create a File Resource

Bug
Copy does not appear unless until folders are created.

I don't see this requirement in the current copy spec, but I can't think of a condition where a folder is needed before a file resource can be copied.
