Folders are not inheriting sub-topics

Steps to reproduce:
1. Find a collection that has both a subject and a sub-topic selected (i.e. http://next.dev.curriki.org/xwiki/bin/view/Coll_creiswig/Dogs?bc=)
2. Build up the collection
3. Check the subject tree

During the add process (step 1), the sub-topics are not displayed for the new folder and subsequently not inherited once the process is complete. I tested this process with folders and attached files on Production and on Next using FF3/Vista.
