Encoding Font Issue on Current and Next - Characters Display Incorrectly

1. Go to this page, http://current.dev.curriki.org/xwiki/bin/view/Main/AboutFindingCollecting
2. Everything looks fine.
3. Change language to Hindi
4. Change language back to English
5. Return to the page: http://current.dev.curriki.org/xwiki/bin/view/Main/AboutFindingCollecting

Bug
Apostrophe's, quotes, etc are broken. The problem is system wide.

MORE INFORMATION - IMPORTANT

1. On Current go to the XWiki Preferences - http://current.dev.curriki.org/xwiki/bin/admin/XWiki/XWikiPreferences?skin=toucan
2. Go to General Settings
3. Turn Multi Lingual to No and Save
4. Explore Current, no font issues
5. Turn Multi Lingual support back On / Yes and Save
6. Explore Current, Current is fine
7. Change to Hindi
8. IMPORTANT - HINDI WILL NOT DISPLAY CORRECTLY
9 IMPORTANT - BETA WORKS FINE - HINDI LOADS CORRECTLY
10. Go back to English on Current, English is broken. Beta does not have this issue.
