Step 1:

Rated for the first time as "STAR 3"

The title is displayed as "Review Pending"

Now edit the rating and rate as "STAR 1"

The title is displayed as "Review Pending" instead of displaying "Nominate for Review"

Now the actuall Rating will be (3 + 1 )/2 =2. i.e CRS Nomination should be retained back.

also the below mentione content of the TRANS Message is not displayed anywhere in RVE

As per the spec 10) A) i).....

If no CRS status exists for a resource, and if the resource has Access Privileges of Protected or Public, and if a member applies 3, 4, or 5 stars for their rating of that resource, upon successful submission of the rating, nominate the resource for CRS.

Apply a default Nominate comment controlled via the trans as follows:
