in RVE, Add a Rating link in title area doesn't show alt text on rollover

As per test on Beta 6/9 in FF3.

When a resource does not have a rating and is viewed by a logged in member, it shows the all-gray star icons, a (0) parens count, and the "Add a Rating" link in the title area in RVE.

The "Add a Rating" link should also show "Add a Rating" alt text as per section (4)(A)(ii)(b) of the spec:

(b) Rolling over the all-gray icon, the (0) parenthetical count, or the "Add a Rating" text link should provoke rollover text as per the Trans:
