Get replacement or fix the C4 tape Library, install and get full backups of all servers running.

This includes:

1) Get working device installed on Ref ID16
2) Get BU software installed and configured on all systems
3) Write remote hands procedures for tape rotation and drive maintenance and review with AT&T
4) Demonstrate ability to full restore of production environment (All code and DB files up and running on another server, such as one of the old machines) as a test of full disaster recovery.
