Set-up "Please try again latter" on fail over Web for when Prod App is unavailable.

To make for better user communication we need to have the fail over web server configured with a "Please come back latter:" page. This page should display only when then prod web or prod app are unavailable. This should also allow us to go directly to the prod web restart page (e.g. we will not run out of HTTP connections on prod web even if the app or DB are down.).

This will require a MACD for the load balance as well as some config of the web servers a related testing.
