Need a simple static "Oops..." page that comes up automatically when there is a server outage. Should say "Try again latter"

We have added a script to the web service that displays a static page if the app is down. Right now we are using our maintenance page- http://www.curriki.org/upgrading.html

we need a new version of the upgrading page without the "Global Education and Learning Community" AND we need a page specifically to display when the production application or database are not responding. This "Oops, we are sorry an error occur ed. Please try again later" page should include a "Try again now" button, that re-sends the last request in the browser history (If possible. Joseph may need to help on this part.)
