Improve Load Times for Add Path Dialogs & Processes

Removing this task from the spec since there's no spec for it except the description that follows, per Joshua:

"...each of the add path's initial dialogs should appear in under [4-5] seconds (on a typical system) regardless of the number of assets, groups, or collections a member has. We might also add a goal for average and max time between steps/dialogs in the add path. The primary issue right now is that the more groups a member has the longer the add [path] takes to start because it must, or at least, is, checking for the members' groups and the collections in the members' groups. There are many paths where this is not relevant information. It is horrible because the members with the most groups (the most active users) are the most effected negatively. It is also a DB hit.... I believe the groups are being checked for the cases where add should or should not include groups. In general the add path should only request data when and as needed and if there is a constraint making this load up front that should be reviewed and revised."
