SRI: Move Key Words from SRI Part 2 to Part 1

Work with David to find the location of the code in this two part dialog.

(1) Move the Key Words Field into the Set Required Information, Part 1 Dialog

(A) Remove Key Words from Set Required Information, Part 2, adjusting the fields currently succeeding it in the layout such that the Language field heading occurs where the Key Words heading appears now. (See the SRI Part 2 treatment immediately below.)

(B) Show the Key Words entry field instead in Set Required Information, Part 1, below the Subject and Educational Level selection fields and above the ICT selection field. (See the SRI Part 1 treatment immediately below.)

All fields in Set Required Information, Part 1 except the newly added Key Words field should continue to be required and carry the same validation rules.
