Replace all current footer links with new trans keys

In order to update the footer the following should occur:
1. All current links & images should be removed
2. New trans keys should be added to allow more editorial control over the text name and link location; the keys are numbered in the order they should appear from left to right, and should be set up in such a way that if a new number were added into the trans file an additional link would appear in the footer (much the way the Select a Template dialog currently works). The new keys are listed below and are also available in the XWiki Trans file on Current (NOTE: this is where the single creative commons footer link was before; OK by me to move to global trans if preferred)
2. Styling should remain the same

Note: in the trans above, the rss keys are the only ones that have a definitive name, as the RSS logo/link should always appear at the far right of the footer. The image will be uploaded to the sprite sheet by Jim by the end of this week (8/28)
