Update Styling of footer

David has changed the footer so that it reads from this panel: http://current.dev.curriki.org/xwiki/bin/view/Panels/Footer

To finalize styling, please update:
1. New RSS logo, which is available in the updated General sprite sheet here http://www.curriki.org/xwiki/bin/view/Project/Iconography or as a single downloadable file here http://www.curriki.org/xwiki/bin/view/Project/Footer+icon
2. Center all of the footer text vertically
3. Check/update the styling to be consistent with other function link rows (see http://www.curriki.org/xwiki/bin/view/Project/Function+Link+Row). The goal is to make sure the spacing is correct and not have to use the "|" character as is currently used in the panel.
