AB Browse: Implement Overall Flow

This is an odd Jira Task, in that it is more of a milestone. The individual pieces have their own Jira tasks, but David might choose to pull together the flow, work on individual parts of the flow, or some combination. Either way, this task will alert me, Todd, when the flow can be reviewed.

the basic user flow for Phase IIA is as follows:

Step 1. User comes to Browse Resources by Standard default start page.

Step 2. User selects state from link list menu.

Steps 3/4/.../X. User selects next node level, drilling down...

Step X+1. ...until user sees specific subject/grade framework displayed.

Step X+2. User clicks specific statement or parenthetical and new browser window/tab opens to show listing of aligned resources.

Step X+3. User clicks resource title from listing to access aligned resource, which opens in another new browser window/tab.

Step X+4. User goes to RVE to default resource view in new browser window/tab.
