upgrading routine should not change URL

Currently when we display debugging, we redirect to /upgrading.html. This is not correct since such fetchers as RSS streams would be redirected to a place that is wrong.

We should respond a different status than 200 Ok with a display of the upgrading. So that outsiders only see from the status line "please come back" instead of "here it is... we're upgrading".
