Change Warning Text and Behavior when Editing Resource Meta Info

1. As an owner or Admin, go to a resource you own and on the Info tab, select Edit.

Change:
1. Where is the trans string for the Warning? I could not find it.
2. Can you change the display text to this: The resource license selection has been updated. Please review and save your resource to apply any changes.
3. Only show this warning if I am the owner or an Admin.

I left the above out of the spec. I have since added it.
