Dual License Rejection is not Stored from CreateResource's Templates

1. Create a resource from template or from scratch (not a file or URL) and Uncheck License to Curriki option then save.
2. View the Resource Info Tab

It should show this:
License to Curriki: No

I think the bug is that the resource thinks it is unset. Because when I edited the resource it showed the check mark checked when I Unchecked it when I created the resource.
