Need new Metrics tracker report for COmercial License "Opt outs"

Sine the 1.10.4 release includes the ability for contributors to not provide a commercial lisense to Curriki,and since the release changes the default license for CC BY (CC AT), to CC NC, we may be creating a bigger problem WRT ability to commercialize the content contributed. We need to watch this and potentially change the default license back to Attribution only if too many people opt out.

The Metrics tracker (Via DB query or via Lucine) should be able to report the number of resources changed to "License not given" state over some period of time, along with a list off those assets.
