Commercial license setting NO not remembered when editing info

Create or edit info for an asset as the owner (A non admin) and set the commercial license to "Not granted" then save

1) This should be displayed to admin and is not
2) When you edit as the owner or the admin, you get the warning that the license section has changes, when you should not. Also the box is checked again, and it should not be.
