Spec Change: Allow Owners to change License to Curriki from No to Yes in Edit Info Tab

Details

    Description

      1. Create a new Resource as a Non-Admin and set License to Curriki to NO.
      2. Edit the Info tab of that Resource as a Non-Admin and Owner

      Change
      Display the License to Curriki choice in this one case.

      Note: If they previously or subsequently set it to Yes, then when the Owner Edits the Info Tab hide the License to Curriki choice.

      Thus, if set to No, Owners can set it to Yes. If set to Yes, only an Admin can change it to No.
