Change Default License in Groups to Creative Commons Attibution Non-Commercial

When creating a collection in Groups, the license defaults to the license chosen when the group was created or edited on the home tab.

I think the default should change to Creative Commons Attribution Non-Commercial so when a group collection is made it defaults to that too and so on for the resource. If not, the collection will default to Creative Commons Attribution.
