Join Form accepts empty fields

1. Select Login
2. Select Join Now link at the bottom
3. Fill out the form correctly, but do not submit it.
4. Delete you first name and last name

Bug
The Form still shows First and Last name as completed and it allows me to submit with these blank fields.
