User deactivation tool

In order for us to actively test user creation we need a way to do almost as much as deleting a user.
As we know, deleting a user freezes the DB for a long while... this even brought down the production site for a while.

A tool that does almost this is wished:

• change email
• change username
• remove the social login data

So that reregistration works.
