Cacheable home page (WebHomeVizz)

The home page of Curriki currently requires the velocity to be run for each user since information about the user is included.

We wish to get the home page be a completely static page, maybe updated every day, and fully cached at the level of the server and the client.

That means that the user-specific information needs to be fetched separately.
