Cannot Delete an Uploaded Document in a Group if I am not the owner

1. Go to any group, such as, http://current.dev.curriki.org/xwiki/bin/view/Group_QAOpenGPJan15/Documentation
2. Upload a File
3. Visit that group as another user and member of the group but not as an Admin

Bug

Other members of the group cannot delete the uploaded file.

Something is clearly wrong here.
