Move buttons around in Edit Profile

1. Go to Edit Profile
2. Look at Save button for image and Save for use info.

Bug
They should be in a new spot.

Image, put Save Image to the right of the Browse button.

User Req Info - Move it to the bottom of that section.

We can make these changes when the Zip Code auto look up changes are added in version 1.12.
