Group admin can not edit rights on group resources created by others.

Create a group as user 1, and create a group collection (private or protected). Now create another user (user 2) and join the group. Then have user 1 make user 2 a group admin. Have user 2 edit the info for the group resource to change it from private or protected to open or something else. A group admin should be able to edit the access rights for an resource in the group collection space, but can not.
