Cannot delete a member if they ever created a group

    Description

      1. Find a user not part of any group.
      2. Have User 1 create a new group.
      3. Now have another member join that group.
      4. Make User 2 Group Leader
      5. Make User a non Group Leader and leave the group
      6. Delete User 1

      Bug
      The tool says that User 1 is an Admin and cannot be deleted.

      Here is an example user with this issue.
