Tool to analyze the skin files to determine if they need dynamic delivery

For some of the files of the skins a velocity interpretation is required to inject, e.g. translations. We should detect these files and remove them from the static delivery that has been disabled, currently, for neagps.dev.curriki.org and should be restored before going to production.
