GPS Global WYSIWYG editor configuration refinments

The WYSIWYG editor should work the same in all places. The changes from the default configuration for NEA phase one are:

1) Remove Import
2) Remove Macro
3) Image insert only looks at current page, not "All pages"
4) The edit Windows/Divs need the full screen option
5) The edit windows should be resizeable(If possible)
