Error highlighting and messages missing from Join Now form

1. Go to the Join Now Form and leave all fields blank.
2. Select Save & Register

Bug
1. Add red box around any new NEA fields not filled in.
2. Add directions to the top of the form. Here are the keys from the trans file.
