Discussion Rights issues

I tested Discussion Rights Editing only. Here are the results.

Test 1
User A - As a Group Leader added a Topic
User B - Added an Answer
User C - Added a comment
User A - Added a comment

Two Issues
1. For some undetermined time, User A could not edit User B's Answer. The object is locked error displayed with User B currently editing. However, User B was not editing. If User B Logs Out the problem goes away. This bug is repeatable.

2. User A could not edit User C's Comment. The error "Failure to Retrieve: Forbidden" is displayed. This is repeatable. User A could edit his own comment.

Test 2
User B - As a member added a Topic
User A - As a Group Leader added an Answer
User C - Added an Answer too.
User A - Added a comment

Two Issues
1. User B, even though he created the topic could not edit User A or User C's Answers. The Edit and Delete buttons are not shown next to the answers. The Edit and Delete buttons do show on everything else.

2. User B could not edit Users A or C's Comments. The error Failure to Retrieve: Forbidden is displayed. This is repeatable.

Note: User C in both Test 1 and 2 was only able to edit what was appropriate.
Note: GPS Admin had the same experience as the Group Leader. "This object is currently locked by TestingTodd1 TestingTodd1
Click here to force editing" and the Failure to Retrieve error.

I have not tested Delete.
