Use https for registration tasks

Because of development conditions, we have stopped using https for nea-gps. This is also the case for www.gpsnetwork.org.

We should be able to come back to use it at least for registration.
However, I wonder if it should be done while the hotel bug is still active (that login fails if using a transparent proxy such as a 3G network or a hotel network).
