Add links to Licenses deed text (Each pop-up in a new window)

There are three links in the metadata tab and dialog (When expanded) in the text each should open in a new browser window... (This is n GTW translations, but the link syntax is not clear.)

1) "Terms of Use" please link to the terms of use page just like in the registration form – http://www.curriki.org/xwiki/bin/view/Main/TOS?xpage=popup
2) Creative Commons Attribution "3.0" links to-- http://creativecommons.org/licenses/by/3.0/
3) To learn more about all the Creative Commons Licenses please "click here" – http://creativecommons.org/about/licenses/meet-the-licenses
