Reorganizing a large collections fails with "resource in use" error

Move a Kahn resource into one of the collection and save.

Move the kahn reosurce out of the collection back to the kahn folder and save.

Bug
For me and Janet using Chrome it will fail after one or two times.

If I reindex and wait 3 - 60 seconds between each change the odds of reorg working goes up significantly.

I wonder if there is something special about this collection that is making it worse.
