Standards with nodes with placeholder="y" can't be imported

It appears that some unused or unusable standards nodes make it impossibl for the AB application to import it. The brag is currently at the DTD but replacing the DTD is not sufficient, the software needs to tackle these placeholder elements which are reserved for future use.

For now, the workaround is to comment them out.
