IE 7, HTML WYSIWYG in edit mode does not scail with window (And buttons bad in FF)

See screen shot. There is a gap between the tool bar and the edit area. and the edit area runs off the right edge of the window, but no scroll bar is presented. Should scale down with window to its min width then present a horizontal scroll bar for the editor window when less then min.

Also note, font is slightly different between edit mode and select/view mode.
