Re-depla dev.curriki.org as UTF8 from copy of prodcution.

    Description

      Please make sure there are no test or other pages in Dev that should be exported and imported before rel-deploying Dev in UTF8 that are not part of production. Archive the old DB is we need to get at it for some reason.
