    Description

      Step 1 - Login as Admin
      Step 2 - Select to Review a resource
      Step 3 - Leave the ICT list empty
      Step 4 - Fill out rest of form
      Step 5 - Press Preview

      Bug
      The preview page appears instead of the message 'Please complete all fields.'

      Can't have an empty ICT list. Must have at least one selected.
