Allow to chose the storage location of discussions entities

Right now the storage location of Discussions is hardcoded and is shared by any application built on top of it.
It feels like an important need to be able to chose the actual storage location, and to be able to define it differently for each applications: for example, being able to store in MessageStream.Discussions for MessageStream and in ChangeRequest.ChangeRequestID.Discussions for ChangeRequest.
