The importer doesn't consider filename encoding

DokuWiki uses filename encoding to encode UTF-8 symbols in filenames. There are different options, the default being URL-encoding. The importer should detect the used setting (ideally by reading the configuration file) and convert filenames accordingly both for pages and attachments.
