Filtering through the tags cloud requires programming rights

When the application is installed, and FAQ pages have tags, users should be able to click the tags to filter the entries in the Livetable. However, this only works if the application was installed with programming rights, which doesn't look like should be needed.

Reproduction steps:

1. As a user missing programming rights, install the application
2. Create 2 new entries, each having a different tag
3. Click a tag in the cloud of the livetable

Expected results:

The livetable should be filtered and at least an entry should disappear

Actual results:

Nothing happens.

The expected results only happen after a user with programming rights edits `FAQCode.FAQJSON`.
