Broken progress sync for cross-page tasks

Steps to reproduce:

1. Start a task which spans multiple pages (like the Panel task)
2. After you get redirected to the next page, skip/complete the task
3. Observe the guidedtour widget

Instead of properly syncing the progress bar and task state, no update happens. If you refresh the page again, all the task states are reset to TODO.
