No warning message when you introduce letters on estimated cost on IE10, IE9

Steps to reproduce:
1. Create a new idea
2. At Estimated Cost insert a number and some letters

You can save the Idea without receiving any warning that you should insert only numbers. Also, after saving you will see only the number at Estimated Cost and the letters are nod displayed.
