Add an option for the user cleanup to disable the user rather than delete it

I propose to add another configuration property that states whether the wiki admin wants to delete or disable the old users.

This improvement would serve for this particular Active Directory application issue https://github.com/xwikisas/application-activedirectory/issues/50 .
