User cleanup does not re-enable disabled users if re-enables in LDAP

In case the user cleanup runs in "Should disable instead of delete" mode, users who got disabled and then (after a run of the user cleanup job) re-enabled in LDAP do not get re-enabled in XWiki. As a result they cannot log in until manually re-enabled in XWiki via the UI.
