Drag & drop of events not disabled for anonymous user

... or for anyone without edit rights.

Steps to reproduce:

• first create at least one event, if it does not exist
• go to main page MoccaCalender.WebHome without being logged in
• try to drag that event around on the calendar

Expected: should not work; events should not be draggable
Actual: Events can be dragged, and on drop one gets an "Internal Error" message and the event slides back in place.

No modification to anything is done, is it is "only" an UI issue.
