Change scope of translation pages from ON_DEMAND to WIKI

Right now, translation pages have their scope set to ON_DEMAND, so the translation values appear only on those pages where the translation pages are explicitly required. (see beforeMainWebHome.png)

In conclusion, we have to change the scope to WIKI and remove all the explicit calls of the translation pages.
