Activation status does not properly take into account the parent status

There are two issues with the parent status:

• When the status is deactivated, still the parent status is taken into account.
• When the status is activated, also the parent status is reported as activated for a WebHome-page as the parent reference resolves to the same document. This is also an issue when in a preview action, the status is set from activated to inherits as then for the "parent", the "activated" status on the saved version is used.
