Allow to configure whether a user should be automatically activated or not on login

Allow to configure if a user profile should be enabled by default or not.

The idea is that we should make the strategy for activating user profiles configurable. 4 strategies could be considered :

• Always enable the user profile on any connection (the current behaviour)
• Enable the user profile on first login
• Disable the user profile on first login
• Do nothing
