Wiki list configuration properties never fallback to xwiki.properties

Mistake in OIDC-114.

As soon as a wiki configuration is defined, properties of type list are stopping there and never try xwiki.properties, even if they are empty. The reason is that the logic for the fallback is that the value must be null to do a fallback, but it's minimum an empty list in the case of a list property.
